Note: The camera for Raspberry Pi Bullseye and Buster OS has the problem where the pre-installed libcamera is unable to open the Arducam 16MP IMX519 camera module. It requires its own version of libcamera. You will need to tinker a bit to make it work. If you need guidance, please refer to these tutorials.
